I made this tutu a couple of weeks ago for Samster Mommy's Tutu Drive (remember this post?), but have been so busy, that I forgot to blog about it. It is super simple to make. There are a kazillion tutorials for "no sew" tutus out there so I won't go into great detail, but here are the highlights on how I made mine.
Grab yourself some 1/2inch wide elastic (see table for length) and 2 spools of purple tulle

Sew the elastic into a loop. Cut the tulle into 15" long pieces. Gather 2-3 lengths of tulle together and fold them in half. Tie the bundle around the elastic by pulling the pulling the ends through the loop. Repeat. Repeat. Repeat.
One tip that made it easier is to pull the elastic up around your thigh while adding the tulle. If you don't want to sew at all, you can also use a length of ribbin (long enough to tie into a pretty bow) instead of elastic.
