This is patch of PLA Nanjing militray region(MR) 31st group army(GA), from the patch , the wing is comprise of a pair of "31" shape, and "JTJ" means chinese group army "Ji Twan Jun", this patch also have a familiy system design of it's subordinate units, like 91 dividion as follow:
